Highlights for Tuesday, 11 November 2008

Participants to the Ad hoc Intergovernmental and Multi-Stakeholder Meeting on an Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) met in plenary sessions in the morning and afternoon to discuss the main focal areas of an IPBES, its work programme and budget for a four year trial period, and options for an IPBES governance structure and functions of its secretariat.

Morning Plenary
In the morning, participants continued considering the main focal areas for an IPBES. The discussion focused on analyzing gaps in the work of the CBD SBSTTA and other MEA subsidiary bodies, and how an IPBES could support the work of these bodies and create synergies between biodiversity-related conventions. Delegates also discussed the need for: identifying the consequences of new scientific knowledge for policy actions at multiple scales; synthesizing information from different assessments; and giving advice to multiple MEA bodies.

Afternoon Plenary
In the afternoon, many delegates expressed concern that discussions on a proposed work programme and budget would be premature, while others said the work programme should be targeted towards the clients of an IPBES, and include an analysis of why policy makers do not take advantage of assessments that cover individual sectors, as well as work on economic aspects of biodiversity and ecosystem services for human wellbeing.

Regarding governance structure and functions of the secretariat, delegates debated whether the IPBES should be an independent body or established under the CBD, and whether its secretariat should be hosted by another organization such as UNEP, UNESCO or FAO. Participants decided to defer discussion on the rules of procedure noting that addressing this matter would be premature.

Achim Steiner
Achim Steiner (Executive Director, UNEP) welcomed the sharing of different available options on how to move the situation forward, noting that the clear message to come from this meeting was that the science-policy interface needed enhancement.
