Highlights for Tuesday, 2 October 2007
On Tuesday, 2 October 2007, the Latin American Regional Consultation towards an IMoSEB opened in Bariloche, Argentina. Participants heard opening presentations, and then divided into two working groups to discuss options for a possible IMoSEB, including the particular needs of Latin America, and how to apply an IMoSEB at the local scale. The Latin American consultation is the fifth in a series of regional consultations, and is scheduled to conclude on 3 October 2007.

 
 
Alfred Oteng-Yeboah, Co-Chair of the Executive Committee of IMoSEB, visualized that an IMoSEB would make biodiversity-related information available for assisting decision-making from the local to the global level.
Didier Babin, Executive Secretary of the Consultative Process towards an IMoSEB, highlighted the open and inclusive nature of the meeting, and noted that Latin American scientists and governments are involved in the International Steering Committee of the Consultative Process.

  Participants noted that public understanding of climate change is growing rapidly despite the scientific complexity of the issue.

Working Groups

Working groups considered possible options for an IMoSEB, such as an intergovernmental panel mechanism or a “meta-network” of biodiversity-related conventions and stakeholders.

In Working Group 1, participants considered methods of strengthening existing national and regional biodiversity networks. Noting that biodiversity-related conventions already have scientific expert bodies, the group preferred that IMoSEB resemble a “network of networks” rather than a new panel.

Working Group 2 observed that biodiversity information in Latin America is not always well coordinated or accessible due to language and institutional barriers. The group discussed methods of improving information sharing in the region, including between scientists and experts from the private and community sectors.
