C. EQUALITY AND SOCIAL JUSTICE:

This section calls on governments to promote equality and social justice by: ensuring that all people are equal before the law; regularly reviewing health and education policies, and public spending from a social and gender equality and equity perspective; and promoting their positive contribution to equalizing opportunities. A sub-paragraph on minimizing the negative impact of structural adjustment policies on vulnerable and disadvantaged groups is the only unresolved issue.
