Delegates to COP-3 heard over 30 statements during the first day of the Ministerial Segment, including a statement from Argentine President Carlos Menem. The Committee of the Whole met for its final meeting and adopted all but three draft decisions on finance. The Working Group on financial issues met during the afternoon and evening.
