The second session of the ICCBD opened on Monday, 20 June 1994 at UNEP Headquarters in Nairobi. During the opening session, the Committee addressed several organizational matters, including election of two Bureau members and adoption of the report of the first session of the ICCBD (UNEP/CBD/IC/2/2). At the request of several delegates, it was agreed that the Committee would include on its agenda discussion on the participation of the COP in the next session of the Commission on Sustainable Development.
UNEP Executive Director Elizabeth Dowdeswell reminded the Committee that for a country to be invited to the first COP, it would have to deposit its instrument of ratification, acceptable approval or accession by 30 August 1994. She also announced that the first COP would take place from 28 November to 9 December 1994 in Nassau, The Bahamas.
During the second session of the Plenary, delegates heard the report of the Open-Ended Intergovernmental Meeting of Scientific Experts on Biological Diversity, which was held in Mexico city from 11-15 April 1994. During this session, the Committee was also to scheduled to hear statements from institutions, including regional banks and international organizations and large national banks, that were invited by the Interim Secretariat, however, only three were present: Michael Monaghan, on behalf of Nitin Desai, Under- Secretary-General for Policy Coordination and Sustainable Development; Chris Kahangi from the African Development Bank; and Nancy Vallejo from the World Wide Fund for Nature. Other speakers included Martin Khor of the Third World Network, Eduardo Fuentes of UNDP, and Ashish Kothari of the Indian Institute of Public Administration.
