The eight chapters in Part II and the seven chapters in Part III of the annotated outline are structured as follows: an introductory paragraph and then, for each section within the chapter, sub-sections titled "Basis for action," "Objectives," and "Selected topics for recommendations." The following summaries highlight the sub-section on selected topics for recommendations.
