Jose Guillermo Justiniano, Minister of Sustainable Development and Environment, stressed the importance of popular participation. Bolivia has developed a law for popular participation and has used Agenda 21 as a guide for collective action. There is a need to set up an international support fund that would ensure support for major groups in sustainable development.
