ARTICLE 25 -- NETWORKING AND EXISTING INSTITUTIONS, AGENCIES AND BODIES:

This article, which initially provided for the creation of a networking institution, now calls for the Advisory Panel on Research and Development to "survey and evaluate the relevant existing networks, institutions, agencies and bodies (the `units') willing to be networked." Pursuant to this process, the article outlines the steps that the COP shall undertake.
