Thursday, 28 August 2014
The Pre-Conference Forum on youth, hosted by the UN Major Group for Children and Youth (MGCY) focused on identifying opportunities for young people from small island developing states to engage proactively in opportunities relating to sustainable development. The forum shared successful, innovative partnerships and initiatives to determine how these could be replicated to address development challenges.

The pre-conference Major Groups and other Stakeholders Forum focused on identifying durable partnerships to promote sustainable development. Group discussions took place with the Africa, Indian Ocean, Mediterranean and South China Seas (AIMS), Caribbean and Pacific regions to discuss priorities and partnerships. Thematic consultations were held to discuss climate change and disaster risk reduction, sustainable economic development, social development, sustainable energy, as well as inter-linkages and cross-cutting issues.

Saturday, 30 August 2014
The pre-conference Renewable Energy Forum highlighted the economic, social and climate change mitigation benefits of renewable energy, while also identifying and showcasing policies, practices and experiences to increase renewable energy use in SIDS. During a high level discussion, SIDS leaders provided their perspectives on the opportunities and challenges inherent in their countries’ transition to a sustainable energy future.

The pre-conference Private Sector Partnerships Forum provided a platform for effective, innovative and concrete partnerships to be developed, strengthened and announced in support of the implementation efforts of SIDS sustainable development priorities. A high-level dialogue was held to determine options for creating an enabling environment. Political leaders, business leaders and other stakeholders shared experiences and considered the creation of a SIDS Global Business Network.

Monday, 1 September 2014
Formal proceedings began on Monday with an opening plenary, where Member States elected Tuilaepa Aiono Sailele Malielegaoi, Prime Minister of Samoa, as President of the Conference. They also elected the Conference Vice-Presidents and attended to organizational matters. Member States then engaged in a general debate throughout the day, while a parallel multi-stakeholder partnership dialogue took place on the theme of ‘sustainable economic development’ in the afternoon. Numerous side events were held through the day and evening.

Member States and development partners continued the general debate in plenary, addressing issues of debt restructuring, improving SIDS’ resilience, waste management, climate change, sea-level rise and recovery from extreme weather events. In parallel with the plenary discussions, two multi-stakeholder partnership dialogues took place, on climate change and disaster risk management in the morning, and on social development, health and non-communicable diseases, youth and women in the afternoon.

Wednesday, 3 September 2014
The Conference continued its plenary discussions with Member States presenting statements and announcing commitments and partnerships. Two multi-stakeholder partnership dialogues took place on: sustainable energy; and oceans, seas and biodiversity. Numerous side events took place through the day and into the evening, including several on renewable energy.

Thursday, 4 September 2014
The Conference drew to a close, after a final session of general debate in the morning that continued into the afternoon, followed by a closing plenary. Moderators reported back from the six partnership dialogues that took place in previous days. Delegates adopted the SAMOA Pathway outcome document, and adopted a draft resolution expressing thanks to the people and Government of Samoa. Wu Hongbo, Secretary-General of the Conference, highlighted a monitoring and accountability mechanism to review progress of implementation, and assured delegates of continued support from the UN family. Following the closing of plenary, the Third International Conference on SIDS was officially closed with a flag-lowering ceremony, accompanied by the Royal Samoa Police Band.
