Twenty-ninth meeting of the Open-ended Working Group of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (OEWG-29)

Highlights for Wednesday, 15 July 2009

On Wednesday, 15 July 2009, the 29th meeting of the Open-Ended Working Group of the Parties to the Montreal Protocol on Substances that Deplete the Ozone (OEWG-29) was opened by OEWG Co-Chair Martin Sirois (Canada). Marco González, Executive Secretary of the Ozone Secretariat, highlighted the success of the Dialogue on High-Global Warming Potential Alternatives for Ozone-Depleting Substances and the Workshop on Management and Destruction of Banks of Ozone-Depleting Substances (ODS) and Implications for Climate Change held earlier in the week.

Participants heard a progress report from the Technology and Economic Assessment Panel (TEAP) and from several Technical Options Committees. Throughout the day, delegates discussed matters relating to issues covered in the 2009 TEAP progress report. Delegates also began discussing a proposal by Canada to undertake an evaluation of the Multilateral Fund.

A contact group was established to discuss the three agenda items related to CFC-based metered dose inhalers (MDIs), namely: nominations for 2010 and 2011 essential use exemptions, the conversion of MDI manufacturing facilities in Article 5 countries, and campaign production of CFCs for MDIs.
On Wednesday, delegates broached discussions on matters relating to the 2009 TEAP Progess report, including on process agent related emissions.

The US supported updating a table listing uses of controlled substances as process agents in Decision XIX/15 (Replacement of table A and table A-bis in relevant process agent decisions).
On nominations for methyl bromide critical use exemptions, Mexico asked whether stockpiles are taken into account.
