Delegates met in morning, afternoon and evening Plenary sessions and agreed to forward several draft decisions to the high-level segment for adoption. Negotiations remain outstanding on numerous issues, including the Multilateral Fund replenishment, the fixed-exchange-rate mechanism and illegal trade. Several contact groups also met throughout the day.

At lunchtime, Ludivine Tamiotti, the World Trade Organization (WTO), presented the “Briefing for delegations of developing countries on the WTO Doha Development Agenda on Trade and Environment”. She underscored that this new round of negotiations was launched in November 2002 and will be concluded by 1st January 2005. Ludivine noted that the Doha Agenda has a special focus on the relationship of multilateral environment agreements and the WTO.

 

At the Ozone Secretariat�s reception, Madhava Sarma, former Executive Secretary of the Ozone Secretariat, and Stephen Andersen, TEAP Co-Chair, launched the book �Protecting the ozone layer: The UN history, which discusses the magnitude of tasks and accomplishments of the Montreal Protocol, including: history of science, diplomacy, technology, implementation and compliance, role of NGOs and media. This book celebrates the 15th anniversary of ozone layer protection.

     

 







The Dominican Republic introduced its draft decision on critical-use exemptions for methyl bromide, which, inter alia: calls for an examination of the potential implications of such exemptions for ozone later protection; requests TEAP to conduct an analysis of the potential implications that such exemptions may have on the sustainability of phase-out efforts in Article 5 and non-Article 5 Parties; and requests TEAP to initiate dialogue with the World Trade Organization (WTO) on trade-related issues resulting from such exemptions.
 










China and others supported a draft decision on refrigeration servicing and final use of chillers submitted by 20 Central and South American countries. The draft decision recommends that the Multilateral Fund finance investment projects in this sector. China also noted that Article 5 Parties have not gained sufficient support from the Multilateral Fund on the transition from chlorofluorocarbon (CFC) metered-dose inhalers (MDI).

   


Stressing the importance of metered-dose inhalers (MDI) and human health,
Cuba emphasized the need to incorporate the MDI production sector in national strategy efforts.

   
  













The US, supported by the Russian Federation, objected the consideration by the Open-ended Working Group (OEWG) of the report requested by the 8th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) on the relationship between efforts to protect the ozone layer and the global climate system.
