After opening remarks, delegates adopted the agenda with modifications, and discussed: research funding needs under the Vienna Convention; the Multilateral Fund replenishment; the status of ozone-depleting substance (ODS) destruction technologies; essential-use exemptions; interaction between the Multilateral Fund Executive Committee and the Implementation Committee; and issues related to the climate change regime.

Corrado Clini, Director General of the Italian Ministry of the Environment and Territory, emphasizes the importance of concentrating on the phase-out of ODS in developing countries, the development of technology for the destruction of dangerous substances, and combating illegal trade.

Australia draws attention to the draft decision it prepared at OEWG-22 on the status of ODS destruction technologies, which sought to update, inter alia: the existing list of destruction processes; criteria for approval of destruction facilities; and methodologies for calculating the destruction rate efficiency.

Marco González, Ozone Secretariat Executive Secretary, highlights a number of agenda items that remain a priority to ensure global ODS phase out, including: ratification of the Vienna Convention, the Montreal Protocol and its amendments; the replenishment of the Multilateral Fund; review of compliance issues; and roles of the Implementation and Executive Committees.
