2:30pm: On Friday, plenary convened at midday. Co-Chair Nieto reported that the contact group on articles of a legal nature was continuing work on compliance. Co-Chair Hannah reported that the contact group on selected technical articles was working on a package on articles 3 (supply sources and trade), 6 (mercury-added products) and 7 (processes).
Co-Chair Sebkova noted that some brackets remain pending in the article on national implementation plans, due to links with negotiations in other groups, including on finance. Co-Chair Jailani reported on the contact group on emissions and releases, noting continued work on articles 10 (emissions) and 11 (releases), and agreement to reflect in the meeting record the African Group’s proposal to add open burning of waste among sources of emissions of mercury and its compounds into the atmosphere, rather than to include it in the relevant annex.
Delegates provisionally adopted articles 2 (definitions), 8 (exemptions available to a party upon request) with some brackets, 12 (environmentally sound interim storage of mercury, other than waste mercury), 13 (mercury wastes), 16 (capacity building, technical assistance and technology transfer), 20 bis (health aspects) and annex F (list of point sources of emissions of mercury and mercury compounds to the atmosphere).
