CHEMICAL AND WASTE ExCOPs CONVENE IN BALI |

Bali,
26 February—The
Simultaneous Extraordinary meetings of
the Conferences of the Parties to the
Basel, Rotterdam and Stockholm
Conventions (ExCOPs) convened under the
theme “Greater Strength in Sync,” from
22-24 February in Bali, Indonesia. The
meeting represented the first time that
three independent treaty conferences had
simultaneously convened. The meeting
aimed to take decisions on, inter alia,
joint services, activities and
managerial functions, and a review
mechanism and follow up. Debate on joint
managerial functions revolved around the
potential of immediately appointing an
interim joint head of the three
secretariats. Delegates agreed to the
appointment of a joint head, and to
review the position and its
effectiveness.

PROGRESS ACHIEVED ON LIABILITY NEGOTIATIONS UNDER THE
BIOSAFETY PROTOCOL |

Putrajaya,
13 February—The
second meeting of the Friends of the
Co-Chairs on Liability and Redress under
the Cartagena Protocol on Biosafety
convened from 8-12 February 2010, in
Putrajaya, Malaysia. The meeting
attempted to conclude negotiations on
international rules and procedures in
the field of liability and redress for
damage resulting from transboundary
movements of living modified organisms (LMOs),
including: a supplementary protocol on
liability and redress; guidelines on
civil liability; the supplementary
compensation scheme; and complementary
capacity-building measures. The meeting
did not conclude the negotiation of a
supplementary protocol, however it
achieved significant progress on several
of the most contentious issues.

NEW MOU ON SHARKS AGREED UNDER THE CMS |
|
|
|
Manila,
13 February—The
third meeting on International
Cooperation on Migratory Sharks under
the Convention on Migratory Species
(CMS) convened from 10-12 February 2010,
in Manila, the Philippines. It was
preceded by the Technical Meeting for
the Elaboration of a Conservation and
Management Plan for Migratory Sharks,
held from 8-9 February. The meetings
resulted in finalizing a non-legally
binding Memorandum of Understanding (MoU)
on migratory sharks and a clear
procedure for completing work on the
conservation plan. Ten delegations
signed the MoU during the meeting, thus
allowing the MoU to commence on 1 March
2010.
