Bangkok,
9 October—The
first part of the seventh session of the Ad Hoc
Working Group on Long-term Cooperative Action
under the UN Framework Convention on Climate
Change (AWG-LCA 7) and the first part of the
ninth session of the Ad Hoc Working Group on
Further Commitments for Annex I Parties under
the Kyoto Protocol (AWG-KP 9) convened from 28
September-9 October 2009, in Bangkok, Thailand.
The AWG-LCA made progress with consolidating and
streamlining the negotiating text under
consideration by the relevant contact groups.
AWG-KP 9 focused on the aggregate scale of Annex
I parties’ emission reductions in the post-2012
period and the contribution of Annex I parties
to this scale, and issues related to means to
reach emission reduction targets, relevant
methodological issues and potential
consequences, as well as rules and modalities of
possible improvements. While many characterized
the discussions as interesting, little progress
had been reported by the end of the first week.

UNCCD COP 9 DISCUSSES IMPLEMENTATION OF TEN YEAR STRATEGY |

Buenos Aires,
3 October—The
ninth session of the Conference of the Parties
(COP 9) to the UN Convention to Combat
Desertification (UNCCD), which convened in
Buenos Aires, Argentina, from 21 September-2
October 2009, was the first COP following the
adoption in 2007 of the ten-year strategic plan
and framework for the implementation of the
Convention (2008-2018), and participants
discussed numerous agenda items related to it.
The COP approved 36 decisions before the final
gavel came down at 7:50 am on Saturday, 3
October, including decisions regarding: the
identification of impact indicators; a budget
that includes a small increase in funding;
enabling the Committee for the Review of the
Implementation of the Convention to become a
standing subsidiary body of the COP; and support
for the long-discussed regional coordination
mechanisms. The agenda item on the relationship
between the Global Mechanism and Secretariat,
however, ended with a decision that largely left
resolution on this issue to a future COP.

UNECE COMMITTEE ON HOUSING AND LAND MANAGEMENT DISCUSSES
CLIMATE NEUTRAL CITIES |

Geneva,
26 September—The
70th session of the UN Economic Commission for
Europe (UNECE) Committee on Housing and Land
Management (CHLM) convened in Geneva,
Switzerland, from 23-25 September 2009. The
meeting was opened by a one-day seminar on
climate neutral cities. During the remaining two
days, the CHLM discussed, among other issues,the
work of the CHLM Bureau, the report of the
Housing and Urban Management Advisory Network,
outcomes of the seminar on climate neutral
cities, building and construction safety, and
cross-sectoral activities.
