who had attempted the establishment of
conference reporting services to guide us in
the creation of the Earth Negotiations
Bulletin. We have been left to invent,
step-by-misstep-by-step, this enterprise.
Occasionally we have met dead-ends, failed
at new initiatives and learned from our
mistakes in how to organize, finance and

SECOND ROUND OF 2009 CLIMATE CHANGE TALKS CONSIDERS
INTERNATIONAL COOPERATION |

Bonn,
13 June—Delegates
convened in Bonn, Germany, from 1-12 June 2009,
to participate in four meetings as part of
ongoing negotiations under the UN Framework
Convention on Climate Change (UNFCCC) and the
Kyoto Protocol. The main focus in Bonn was to
enhance international climate change
cooperation, including in the post-2012 period
when the first commitment period under the Kyoto
Protocol expires. The Convention’s two
subsidiary bodies adopted 31 conclusions and
seven draft decisions that will be forwarded to
the COP or to the Conference of the Parties
serving as the meeting of the Parties to the
Protocol (COP/MOP) in December 2009, in
Copenhagen, Denmark, for their consideration.

PLANT TREATY GOVERNING BODY CONCLUDES SUCCESSFUL SESSION |

Tunis,
6 June—During
the third session of the Governing Body of the
International Treaty on Plant Genetic Resources
for Food and Agriculture, which convened from
1-5 June 2009, in Tunis, Tunisia, delegates
agreed to: a set of outcomes for implementation
of the funding strategy; a resolution on
implementation of the Treaty’s Multilateral
System including setting up an intersessional
advisory committee on implementation issues; a
resolution on farmers’ rights; and procedures
for the Third Party Beneficiary. They also
adopted the work programme and budget for the
next biennium; agreed to the urgent need to
finalize the outstanding financial rules at the
fourth session; and established intersessional
processes to finalize compliance procedures by
the fourth session, and review the Standard
Material Transfer Agreement (SMTA).

UNCCD’S LAND DAY DISCUSSES LINKAGES BETWEEN CLIMATE CHANGE
AND LAND ISSUES |

Bonn,
7 June—On
6 June 2009, the UN Convention to Combat
Desertification (UNCCD) Secretariat hosted “Land
Day” to help climate change negotiators and
other stakeholders attending the concurrent Bonn
climate change talks consider the linkages
between climate change and desertification, land
degradation and drought (DLDD). UNCCD Executive
Secretary Luc Gnacadja closed the event by
highlighting that: adaptation financing is a
sound way to secure everybody’s future;
synergies will not occur by accident but must be
promoted and monitored; carbon sequestration is
measurable, cost-effective and provides multiple
co-benefits; agriculture must be integrated into
a future climate regime; and a comprehensive
study on the economics of sustainable land
management should be conducted.
