some luck, the creation of our organization,
IISD Reporting Services, occurred during a
very propitious time in history. Or,
perhaps, looking at the situation in
reverse, it might be said that the panoply
of new communication tools that were
invented in the last two decades provided
the right environment for an organization
like ours to flourish. Either way, we have
certainly taken advantage of the emerging
internet technologies to create a new way
for a team of environment and sustainable
development policy wonks to work together
from all over the planet, creating a steady
stream of highly regarded knowledge

flurry of activity that accompanied the most
recent Bonn Climate Change Talks has given
way to a slower period of publication
launches, workshops and other events aimed
at influencing climate policy, as has been
the pattern in the weeks immediately
following past climate change negotiations.
With the recent agreement to add two weeks
to the climate change negotiation schedule
before the Copenhagen Climate Change Talks,
these lulls will be few and far between
until after December 2009. …

BONN CLIMATE CHANGE TALKS ADD TWO WEEKS TO 2009 NEGOTIATION
SCHEDULE |

Bonn,
9 April—The fifth session of the Ad Hoc
Working Group on Long-term Cooperative Action
under the United Nations Framework Convention on
Climate Change (AWG-LCA 5) and the seventh
session of the Ad Hoc Working Group on
Further Commitments for Annex I Parties under
the Kyoto Protocol (AWG-KP 7) took place from 29
March-8 April 2009, in Bonn, Germany. The main
objective of the session was to work towards
developing negotiating text under both AWGs. The
AWG-KP reached agreement to request its Chair to
prepare two documents for the June session, and
elected John Ashe (Antigua and Barbuda) as the
new Chair. Both AWGs agreed to add to their
negotiating schedules an informal meeting from
10-14 August 2009 in Bonn, Germany, and a
resumed session from 2-6 November 2009, at a
location to be announced.

ABS 7 NEGOTIATIONS STUMBLE UPON PROCEDURAL ISSUES |

Paris,
9 April—The
seventh meeting of the Ad Hoc Open-ended
Working Group on Access and Benefit-sharing
(ABS) of the Convention on Biological Diversity
(CBD) was held from 2-8 April 2009, at UNESCO
headquarters, in Paris, France. The meeting
continued the negotiation of an international
regime on ABS, focusing on operational text on
the objective, scope, compliance, fair and
equitable benefit-sharing, and access. The
Working Group encountered several procedural
obstacles, most of which related to the
structure of the negotiating document agreed
upon at ABS 6 and ratified by CBD COP 9. The
outcome of the meeting, consisting of a
streamlined working document on the objective,
scope, compliance, benefit-sharing, and access,
albeit highly bracketed, provides draft language
on most items and will form the basis for
negotiations at ABS 8, to be held from 9-15
November 2009, in Montreal, Canada.

UN-HABITAT GOVERNING COUNCIL ADOPTS RESOLUTION ON CITIES AND
CLIMATE CHANGE |

Nairobi,
4 April—The
22nd session of the Governing Council of the UN
Human Settlements Programme (UN-HABITAT) was
held in Nairobi, Kenya, from 30 March-3 April
2009. The Governing Council adopted a resolution
on cities and climate change and requested the
UN General Assembly to convene a third UN
Conference on Housing and Sustainable Urban
Development. The Council also adopted a
resolution on affordable housing finance.
