the new internet technologies have
developed, IISD Reporting Services has been
far out in front of the curve, pioneering
new and innovative ways to communicate. It’s
easy to forget that when we first began
publishing the Earth Negotiations Bulletin
in 1992, there were no websites, no digital
photos, no social networking sites and very
few people had email. Most organizations
were structured around limited flows of
information and there was a strong link
between access to knowledge and power. As
the internet grew, so did we, helping to
change the way that knowledge and
information on environment and sustainable

5TH WORLD WATER FORUM DISCUSSES BRIDGING DIVIDES FOR WATER |

Istanbul,
23 March—The
5th World Water Forum, the largest
international event on freshwater, convened in
Istanbul, Turkey, from 16-22 March 2009. The
5th Forum’s main theme, “Bridging Divides for
Water,” was addressed through six framework
themes: global change and risk management;
advancing human development and the Millennium
Development Goals; managing and protecting water
resources; governance and management; finance;
and education, knowledge and capacity
development. The Forum’s main outputs include a
Ministerial Declaration and the Istanbul Water
Consensus, agreed to by local authorities.

CITES PLANTS COMMITTEE FORWARDS RECOMMENDATIONS TO COP |

Buenos
Aires, 22 March—The
18th meeting of the Plants Committee of the
Convention on International Trade in Endangered
Species of Wild Fauna and Flora (CITES) convened
from 17-21 March 2009, in Buenos Aires,
Argentina. The meeting addressed proposals for
amendments to the Appendices for possible
consideration at the 15th Conference of the
Parties to CITES, progress on the implementation
of the action plan for bigleaf mahogany, Review
of Significant Trade (RST) in specimens of
Appendix II species, and the outcomes of the
recent international expert workshop on
non-detriment findings.

FAO’s COFO URGES MEMBERS TO DELIBERATE ON FOREST SECTOR
RESPONSES TO CLIMATE CHANGE |

|
Rome, 21 March—Over
550 participants gathered at the 19th session of
the UN Food and Agriculture Organization’s (FAO)
Committee on Forestry (COFO), from 16-20 March
2009, at FAO headquarters in Rome, Italy. The
final report, inter alia, urges members to
deliberate on national and international
responses of the forestry sector to climate
change, recommends that FAO and other
organizations strengthen members’ capacities to
implement SFM, and recommends that FAO prepare a
report on the State of the World’s Forest
Genetic Resources by 2013.

INTERNATIONAL POLICY DIALOGUE CONSIDERS CLIMATE AGENDA
FINANCING |

Berlin, 21 March—The
“International Policy Dialogue on Financing the
Climate Agenda: The Development Perspective”
took place in Berlin, Germany, from 19-20 March
2009. Among the main themes highlighted during
the closing session were the need to: move
beyond technical negotiations in light of the
urgency of the problem; scale-up support for
developing countries immediately and
significantly; and fully integrate climate goals
into development policy.

EIGHTH ROUND OF INFORMAL CONSULTATIONS OF FISH STOCKS
AGREEMENT CONTINUES DIALOGUE |
|
|
New York, 20 March—The
Eighth round of Informal Consultations of States
parties to the Agreement for the Implementation
of the Provisions of the UN Convention on the
Law of the Sea (UNCLOS) relating to the
Conservation and Management of Straddling Fish
Stocks and Highly Migratory Fish Stocks (UNFSA,
or the Agreement) was held from 16-19 March
2009, at UN Headquarters in New York, US. The
outcome was a summary report prepared by the
Dialogue’s Moderator that captures the debates
on the subtopics on promotion of wider
participation in the Agreement, capacity
building, compatibility of conservation and
management measures, enforcement and port State
measures, and the relationship between the UNFSA
and UNCLOS and other international instruments.
Both outcomes will be appended to the Chair’s
Summary for submission to the 64th session of
the UNGA.
