 In
the early years of the Earth Negotiations
Bulletin, from 1992 through about 1995, one
of our biggest challenges was finding the
funding to attend and report from meetings.
Although IISD had “acquired” us in 1993,
their early attempts to secure a “timely and
predictable flow of resources” were not
particularly successful. So, in July 1993, I
left my job as the Director of a small
Brazilian NGO in the Western Amazon and
moved to Winnipeg, Canada, where IISD is
headquartered, to take up the newly created
position of Managing Director for the
Earth Negotiations Bulletin, with the
responsibility of fundraising for our
fledgling publication. …

IPM PREPARES FOR CSD17 |
|
|
The
Intergovernmental Preparatory Meeting (IPM) for
the 17th session of the Commission on
Sustainable Development (CSD17), which convened
from 23-27 February 2009, at UN Headquarters in
New York, US, discussed policy options and
possible actions to enable the implementation of
measures and policies concerning agriculture,
rural development, land, drought,
desertification and Africa. Delegates also
considered inter-linkages, cross-cutting issues
and means of implementation, as well as small
island developing states. The IPM’s
deliberations were reflected in a Chair’s
Negotiating Text, which was developed with the
expectation that it could form the basis for
further discussions and negotiations during
CSD17, scheduled to convene from 4-15 May 2009.

FRIENDS OF THE CO-CHAIRS ON LIABILITY AND REDRESS PRODUCE
DRAFT SUPPLEMENTARY PROTOCOL |
|
|
The
first Meeting of the Group of Friends of the
Co-Chairs on Liability and Redress under the
Cartagena Protocol on Biosafety, which convened
from 23-27 February 2009, in Mexico City,
Mexico, continued negotiating international
rules and procedures on liability and redress
for damage resulting from transboundary
movements of living modified organisms in the
context of the Biosafety Protocol. Delegates
produced a draft text for a supplementary
protocol on liability and redress, which will
serve as a basis for further consideration at
the second meeting of the Group of Friends of
the Co-Chairs, to be held in early 2010, in
Kuala Lumpur, Malaysia.

WORKSHOP AGREES TO ESTABLISH INITIATIVE ON COMMUNITY-BASED
ADAPTATION |
|
|
Participants at the Third International Workshop
on Community-Based Adaptation to Climate Change,
which convened in Dhaka, Bangladesh, from 18-24
February 2009, agreed to establish the Global
Initiative on Community-Based Adaptation to
Climate Change. The Global Initiative will seek
to support CBA-related activities by generating
and sharing relevant knowledge.

UNEP GC25/GMEF TAKES DECISIONS ON CLIMATE, INTERNATIONAL
ENVIRONMENTAL GOVERNANCE AND MERCURY |
|
|
Delegates to the 25th Session of the UN
Environment Programme (UNEP) Governing
Council/Global Ministerial Environment Forum
(GC25/GMEF), which met from 16-20 February 2009,
in Nairobi, Kenya, took 17 decisions including
on international environmental governance, a
significantly increased UNEP budget, support to
Africa on climate change, and mercury. In the
decision on support to Africa, the GC requests
the UNEP Executive Director to work with the UN
Economic Commission for Africa to provide
technical support to the African Climate Policy
Centre once established, and to promote the
mainstreaming of climate change into social and
economic development processes. Delegates also
agreed to elaborate a legally binding instrument
on mercury.
