UNEP GCSS-10/GMEF TO ADDRESS MEDIUM-TERM STRATEGY
AND CLIMATE CHANGE FINANCING |

Monaco,
21 February—The
tenth special session of the UN Environment
Programme (UNEP) Governing Council/Global
Ministerial Environment Forum (GCSS-10/GMEF)
opened on 20 February 2008, in the
Principality of Monaco. The agenda includes
consideration of draft decisions on: UNEP’s
Medium-term Strategy 2010-2013; the response
to the findings of the fourth Global
Environment Outlook report; chemicals
management, including mercury and waste
management; sustainable development of the
Arctic region; and the international year of
combating climate change. The ministerial
consultations will focus on “Globalization
and the environment: mobilizing finance to
meet the climate challenge” and
“International environmental governance and
United Nations reform.” The session will
conclude on 22 February 2008.

PROTECTED AREAS WORKING GROUP ENDS AMID FRUSTRATION |
|
Rome,
21 February—The
second meeting of the Ad hoc Open-ended
Working Group on Protected Areas of the
Convention on Biological Diversity (CBD)
convened in Rome, Italy, from 11-15 February
2008, immediately prior to the thirteenth
meeting of the CBD’s Subsidiary Body on
Scientific, Technical and Technological
Advice (18-22 February 2008). The Working
Group adopted two heavily bracketed
recommendations for consideration by the
CBD’s ninth Conference of the Parties (COP
9, 19-30 May 2008, Bonn, Germany), on the
review of implementation of the programme of
work and on options for mobilizing financial
resources for its implementation.
Participants voiced concerns about the lack
of full consideration of financing needs,
the low-level of political impetus in the
context of protected areas, procedural
shortcomings and the likely impact of the
extensively bracketed recommendations on
delegates’ workload at COP 9.
