SEVENTH CONFERENCE OF THE PARTIES TO THE CONVENTION ON MIGRATORY SPECIES

CMS COP-7 started on a high
note with the signing of a Headquarters Agreement between the German
Government and the CMS Secretariat, officially establishing Bonn as
the CMS Secretariat�s headquarters. Several MOUs were signed and 15
new Parties were added to the Convention. By meeting’s end, 37
species were added to Appendices I and II; 20 to Appendix I and 21
to Appendix II. The Fin, Sei and Sperm whales, and the Great White
Shark were listed on both. However, the rapidly growing Convention,
offset by a restricted budget, will have significant implications
for the CMS Secretariat’s ability to carry out its ambitious agenda,
developing countries’ ability to implement their Convention
obligations, and future projects to be developed.

STOCKHOLM
CONVENTION WORKSHOP ON LIABILITY AND REDRESS

The objective of the workshop
was to consider the possible need for a liability and redress regime
for damages associated with persistent organic pollutants (POPs) in
the context of the Stockholm Convention, and to provide input to the
first Conference of Parties to the Convention.

INC-9 closed on 4
October, after adopting its report of the Session and various
decisions and recommendations on the implementation of the interim
PIC procedure. These decisions include adding monocrotophos to the list of
chemicals and issues arising from ICRC-3. Delegates agreed that INC-10 will
be held from 17-21 November 2003 in Geneva.

WORLD SUMMIT ON SUSTAINABLE DEVELOPMENT

The WSSD negotiated
and adopted two main documents: the Plan of Implementation and the
Johannesburg Declaration on Sustainable Development. Major disagreements included: time-bound targets for sanitation, renewable
energy, energy subsidies, chemicals and health, natural resource
degradation, biodiversity loss and fish stocks; Rio Principles 7
(common but differentiated responsibilities) and 15 (precautionary
approach); governance; trade, finance and globalization; the Kyoto
Protocol; and health and human rights.

UN AGENCIES FOLLOW-UP ON WSSD
SANITATION TARGET
UN-HABITAT and UNEP are responding to
the sanitation target agreed at the World Summit on Sustainable
Development, with UN-Habitat establishing a sanitation trust fund,
and UNEP preparing a report on land-based marine pollution.

NORWAY SETS 2003 MINKE QUOTA
