Summary of the Meeting
.
IRENA's inaugural session
The fifth session of the Preparatory Commission for the International Renewable Energy Agency (IRENA), and the first session of the Assembly of IRENA were held from 3-5 April at the Abu Dhabi National Convention Center (ADNEC), in Abu Dhabi, United Arab Emirates (UAE). The Assembly was the inaugural meeting IRENA’s governing body, and was attended by 950 participants, including one Head of State, over 50 ministers, 30 ministerial-level officials, 670 country delegates, 130 observers and officials, and 70 accredited media.

The Preparatory Commission and Assembly focused on issues such as: appointment of the Director-General; election of the Council; Work Programme and Budget for 2011; rules of procedure; transitional arrangements; designation of the permanent seat of the Agency; permanent emblem of IRENA; host country agreements; staff and financial matters; and organization of the second session of the Assembly. The Assembly included a High Level segment on Monday and Tuesday morning. On Tuesday morning, a Ministerial Round Table was held in parallel to the Assembly to discuss the strategic needs for a clean energy future.

Tuesday, 5 April

On Tuesday morning, 5 April, delegates resumed and concluded the High Level Segment. All speakers expressed their condolences to Japan for the recent natural and nuclear disaster. Many thanked the UAE for its hospitality and congratulated Adnan Amin (Kenya) on his election as IRENA’s first Director-General. Also in the morning, the Assembly adopted by consensus decisions on: the transfer of assets and liabilities  from the Preparatory Commission to IRENA and recommendations on transitional arrangements; the Host Country Agreements; the staff regulations; the establishment of a Staff Provident Fund of the IRENA; the secondment of personnel to the IRENA; the interim financial regulations for the IRENA; the agreement on privileges and immunities for the IRENA; multiligualism; and the programme of work and budget for 2011.

The Assembly further took note of the report on the activities of the Preparatory Commission and the report of the credentials committee.

A Ministerial Roundtable on the strategic needs for a clean energy future met to discuss developing and developed country views on the role of IRENA, how IRENA should position itself vis à vis other institutions, and the creation of markets and policies to facilitate renewable energy uptake.

Monday, 4 April
High Level Segment

The corridors of the ADNEC center were very busy on Monday, as 50 ministers, 30 ministerial level representatives and the Heads of various UN and international agencies arrived for the first day of IRENA’s existence. Many welcomed the high level of participation as proof of the interest and support for the Agency and the recognized importance of renewable energy.

Sunday, 3 April

On Sunday, 3 April, the Preparatory Commission for the International Renewable Energy Agency (IRENA) held its fifth and last session, chaired by Ogunlade Davidson, Sierra Leone. In the morning, delegates considered the organization of work; the report of the Chair of the Administrative Committee; the provisional rules of procedure of the Assembly and of the Council; multilingualism; staff regulations and the staff provident fund; the secondment of personnel to IRENA; financial matters; the establishment of committees; the transfer of assets and liabilities from the Preparatory Commission to IRENA and recommendation on other transitional arrangements; host country arrangements; and the draft agreement on privileges and immunities. In addition, IRENA’s Interim Director-General, Adnan Amin, presented his annual report on the implementation of the 2010 Work Programme and Budget. He explained that the focus had been on institutional and management issues, including implementation of recommendations and audits, with particular attention to human resources, finances and procurements. During the discussion of the Draft Decision on the Establishment of Committees, delegates debated a proposal by Sudan to add reference to the creation of a committee on technical and technological issues.

In the afternoon, delegates agreed to recommend to the Assembly of IRENA to adopt the Draft Work Programme and Budget for 2011. The Draft provides for a core budget of USD13,26 million and details three sub-programmes for IRENA on: knowledge management and technological cooperation; policy advisory services and capacity building; and innovation and technology. The appointment of the Director-General of IRENA took place during a closed session. Pedro Marín (Spain) obtained 36 votes, Adnan Amin (Kenya) obtained 76 votes, and one ballot was declared invalid. Amin was therefore declared the designated Director-General of IRENA. Delegates also adopted the Credential Committee report, considered other business, and adopted the session report. Chair Ogunlade Davidson closed the session at 8:07 pm.
