Delegates Not Out of the Woods Yet

On Wednesday, 25 April, the seventh session of the United Nations Forum on Forests (UNFF7) convened to discuss the non-legally binding instrument (NLBI) on all types of forests, and the Multi-Year Programme of Work (MYPOW) for the period 2007-2015. Delegates convened in two working groups: Working Group I addressed the NLBI; and Working Group II discussed the MYPOW. A contact group met in morning, afternoon and evening sessions to discuss, inter alia, themes and content of the proposed MYPOW matrix.

Wednesday, 25 April
Working Group I - NLBI


Argentina cautioned against creating an undue burden through biennial reporting.

Cinthia Soto, Costa Rica, called for a common structure for forest-related reporting.

Rubén Dario Guerrero Useda, Colombia, said "sustainably harvested forest products" implies legal harvesting.

Tono Kružic, Croatia, proposed adding text on the role of forest certification schemes in international forest product trade.

Mara Angélica Murillo Correa, Mexico, opposed reference to subsidiary bodies.

Bill Singleton, Canada, objected to an EU proposal to allow amendments or annexes to the NLBI.

Oleg Shamanov, Russian Federation, asked to delete reference to amendments, annexes and supplementary instruments.

Edna Chia, Singapore, supported reference to the impacts of deforestation on climate change.

Matthias Schwoerer, Germany for the EU, called for reference to: simplified reporting formats and the facilitative process.
Working Group II - MYPOW


Papua New Guinea noted that scheduling of meetings should accommodate country planning.

Arne Ivar Sletnes, Norway, supported limiting the list of intended dialogue partners to CPF members.

Kanchan Lama, WOCAN, called for reference to "increased participation from developing countries" in a platform for dialogue.

Venezuela said the process must be flexible to allow for multiple emerging issues.

Abdellah Benmellouk, Morocco, for the African Group, cautioned against overburdening the Secretariat.

Catherine Karr-Colque, US, supported the EU's proposal to invite the CPF to actively participate in Forum sessions.
