On
the final day of ITTC-39, delegates convened in a
Council session to adopt final reports and decisions.
After hearing the reports of the Credentials Committee
and the meeting of the Sub-Account B of the Bali
Partnership Fund and the Special Account, delegates
considered and adopted the revised biennial work
programme for 2006-2007. Delegates adopted the reports
of the Committees on Economic Information and Market
Intelligence, Reforestation and Forest Management, and
Finance and Administration. Delegates also approved two
decisions on projects, pre-projects and activities and
the ITTO Biennial Work Programme for 2006-2007. Chair Attah
gavelled the session to a close at 2:11pm.

The
working group on Sub-Account B of BPF, chaired by Shaharuddin
Mohamad Ismail
(Malaysia), presented a report on the resources of the fund.
|
On the CEM-CFI
report, Malaysia presented a statement on behalf of producer
countries demurring on the report’s discussion of joint
committee work under “other business,” because the producers
do not consider these joint meetings productive when they lead
to scaling down of the committees’ work.

CFI
Chair Celestine Ntsame-Okwo (Gabon) presented the
report of CFI, which was approved.
|
CEM
Vice-Chair James Gasana said that there was discussion
of the problems of statistics reporting to ITTO, which will be
addressed with workshops, country missions and funding for
questionnaire completion.
|
CFA
Chair Shaharuddin Mohamad Ismail reported on the Committee’s 18th session, noting that the Committee is seeking authorization to transfer US$500,000 from Working Capital to Administrative accounts to cover late payments and ensure that the work program is not disrupted.
|
CRF
Chair Jennifer Conje reported on the work of the CRF, including core items related to project approval, review and ex-post evaluation.

Jorge
Viana, Governor, State of Acre (Brazil), thanked ITTO for
its project support in the Antimary state forest, which made possible an
FSC certified forest and marketing of certified products in
Europe.
|
Aulikki Kauppila (Finland), on behalf off the consumer group, noted the constructive atmosphere of the session and the balance between policy and project work.
|
Luiz
Gasser of
Brazil
, for the producer countries, said that they are satisfied with
the work done at this session, especially committee work and
Council work on the BWP. He said that the informal meetings on
the successor agreement were fruitful and producers are
optimistic about its negotiation.
