On Tuesday morning, Chair Rowen invited delegates to begin consideration of the status of implementation of the 10-year Strategy, based on a preliminary analysis by the UNCCD Secretariat of reporting by country Parties with regard to two mandatory impact indicators. Presenting the preliminary analysis, the Secretariat noted that a total of 71 countries, 42% of all affected country Parties, provided information on impact indicators, enabling a first set of baseline data to be derived, but observed that due to insufficient quantitative information, the coverage and comparability of the data was not sufficient.

Antônio Rocha Magalhães, Chair, Committee on Science and Technology (CST), presented the outcome of its third special session, held prior to the CRIC 11 in Bonn and explained CST efforts to help improve reporting templates and bridge the reporting gap. He noted the CST had also made recommendations related to the lack of a common definition and criteria for delineating areas affected by DLDD.

Michael Cherlet, Joint Research Centre and Coordinator of the World Atlas of Desertification, moderated a three-person panel discussing specific methodological insights emerging from the CST recommendations as well as relevant practical experience at the national level. Matthias Magunda, member of the UNCCD’s ad hoc Advisory Group of Technical Experts (AGTE), presented the Group’s preliminary recommendations on how to operationally delineate areas affected by desertification, land degradation and drought. Mohamed Ghanam, Morocco, discussed how his country adapted the MEDALUS methodology to build vulnerability maps and identify needed preventive measures. Muhammad Khalid Siddiq, Ministry of Climate Change, Pakistan, described national and provincial institutional arrangements established for data collection.

In the afternoon, delegates continued their assessment of implementation during a second panel discussion moderated by Chencho Norbu, Bhutan, on “Translating impact monitoring into action.” Barron Orr, University of Arizona, presented on linking local participatory assessments to UNCCD national and global impact monitoring efforts. Wilfredo Alfaro, Chile, shared his country’s experiences with linking impact monitoring with planning and implementation in its national action programme alignment process. Sakhile Koketso, Convention on Biological Diversity, presented on “Enhancing action through monitoring and target setting,” with a focus on lessons learned from monitoring the Aichi Biodiversity Targets.

Closing the plenary session, Chair Rowen announced that the first informal consultations towards finalizing the draft report of the Committee would convene at 7.30 pm.
