Many Parties expressed disappointment at the overall performance of Annex I Parties in exceeding their greenhouse gas emissions targets. Most also called for renewed efforts by Annex I Parties to meet their commitments, noting that actions currently being taken by many Annex I Parties were inadequate. The responsibility of Annex I Parties to take the lead role in reducing global greenhouse gas emissions was emphasized.
