The vulnerability of developing countries - in particular small island developing States and least developed countries - to the adverse effects of climate change was highlighted by many Parties. Several developing country Parties stressed the need to operationalize FCCC Articles 4.8 and 4.9 and Protocol Article 3.14 (adverse effects). The impacts on oil-based economies of policies and measures to address climate change was also raised.
