Ministers Speak While Delegates Negotatiate the Future

On Thursday, the joint COP 11 and COP/MOP 1 high-level segment continued, with statements in plenary from 75 ministers and other high-level government officials. Delegates also convened for consultations, agreeing conditionally on a draft COP/MOP decision on Protocol Article 3.9 (future commitments) that set outs various options. They also met for consultations on the way forward under the UNFCCC and on adaptation. Above: Alf Wills, South Africa, and David Drake, Canada, co-chaired the contact group on Article 3.9.

High-Level Segment


Lena Sommestad, Sweden, highlighted the catalytic role of flexible mechanisms and the EU emissions trading scheme.

Ratemo Michieka, Kenya, stressed concrete action under the programme of work on adaptation.

Aleksandr Apatsky, Belarus, emphasized that it hopes to be included in Annex B of the Protocol and undertake quantitative commitments.

Ali bin Ibrahim Al Naimi, Saudi Arabia, called on Annex I Parties to honor commitments to developing countries, particularly those that are highly dependent on oil exports.

Iyorchia Ayu, Nigeria, urged greater support for the SCCF, and said Annex I Parties should "do more than pay lip service" to funding and capacity building.

Yuriko Koike, Japan, reported on its domestic efforts to reduce emissions, including awareness raising activities.

Carlos Manuel Rodriguez, Costa Rica, welcomed a process that would provide incentives to avoid deforestation.

Cristina Narbona Ruiz, Spain, stressed the role of renewable energies, and said that climate change is an ethical challenge.

Jordan Dardov, Bulgaria, highlighted the Green Investment Scheme as an opportunity for economies in transition to trade Assigned Amount Units while ensuring the Protocol's environmental integrity.

Dienebou Kaba Camara, Côte d'Ivoire, highlighted the importance of technology transfer to address climate change.

Wari Iamo, Papua New Guinea, proposed to start, on a voluntary basis, reductions of emissions through avoided deforestation.

Louise Nzanga Ramazani, Democratic Republic of Congo, emphasized the need to consider avoided deforestation under the Protocol.
Consultations

Informal consultations on how to move forward post-2012 took place throughout Thursday in numerous meetings focused both on the UNFCCC (above) and Kyoto Protocol (below).
