Contact Groups Continue in Montreal

On Friday, delegates convened in numerous contact groups and informal consultations to discuss, inter alia, the financial mechanism, technology transfer, adaptation, mitigation, LDCs, the CDM Executive Board's report, implications of the CDM for other environmental treaties, the Kyoto Protocol's international transaction log, research and systematic observation, Annex I communications, compliance, and the IPCC Special Report on carbon dioxide capture and storage. Contact Groups

In the contact group on adaptation, co-chaired by Helen Plume, New Zealand, and Kishan Kumarsingh, Trinidad and Tobago, delegates proceeded through the Co-Chairs' draft annex on the SBSTA programme of work on adaptation, addressing specific activities in the programme. Many Parties underscored the need for a more focused approach, engaging outside experts and users, and encouraging long-term cooperation.

Renate Christ, IPCC Secretariat, looked over documents.

Australia noted the need for multiple workshops to stimulate ongoing collaborative work.

The G-77/China called for a two-track approach that could address more urgent needs.

The contact group on education, training and public awareness reconvened late Friday morning to discuss Chair Crispin D'Auvergne's revised draft SBI conclusions. Delegates completed their work and approved the text after making several further changes.

Participants in the contact group on technology transfer, co-chaired by Holger Liptow, Germany, and Carlos Fuller, Belize, engaged in a paragraph-by-paragraph discussion on the draft. On EGTT's 2006 Work Programme delegates agreed to all text, including language on nominations and a special working session, with the exception of a paragraph on public technologies.

Co-chaired by Rawleston Moore, Barbados, and Karsten Sach, Germany, The contact group on the financial mechanism met throughout the day and in numerous informal consultations, taking up issues relating to the Special Climate Change Fund (SCCF), Decision 5/CP.8, the report of the GEF, and the Adaptation Fund.

The contact group on Least Developed Countries, co-chaired by Dechen Tsering, Bhutan, and Aloisia Wörgetter, Austria, met to consider a revised draft decision on the mandate of the LDCs Expert Group (LEG). Discussions focused on a paragraph requesting the LEG to develop a work programme for consideration by SBI.

Co-chair Toshiyuki Sakamoto of the contact group on mitigation led paragraph-by-paragraph discussions of the text.

Japan intervened during the mitigation contact group.

Delegates from Brazil and the EU conferred during the contact group on mitigation.

China intervened during the contact group on education.

Delegates conferred outside the contact group on the financial mechanism.

Competition has been fierce for the "Fossil of the Day" awards.

Young delegates conferred with co-chair of the contact group on finance and Secretariat staff.
