UN Climate Change Conference October 2011

Highlights from 3 October

The UN Climate Change Conference continued on Monday morning with a meeting of the AWG-LCA contact group to provide progress reports. The AWG-KP spin-off group on Annex I emission reductions also took place. Several AWG-LCA informal groups convened in both the morning and afternoon on: finance; various approaches, including opportunities for using markets, to enhance the cost-effectiveness of, and to promote, mitigation; and sectoral approaches and sector-specific actions. In the afternoon, AWG-LCA informal groups also met to discuss response measures, REDD+, developed country mitigation and developing country NAMAs. AWG-KP spin-off groups on LULUCF and the flexibility mechanisms convened, as well.
The UNFCCC held a special information event on fast-start finance during lunch.

Philippine/Swiss REDD+ Financing Workshop
The Philippine and Swiss governments hosted a workshop on REDD+ financing options in a bid to facilitate understanding on a governance framework to unlock the flow of long-term, sustainable finance for REDD+ and ensure the success of the mitigation strategy. The workshop was attended by almost 100 government negotiators, NGO representatives and members of the private sector, and is part of a bigger initiative entitled "Towards a Governance Framework for REDD+ Financing." Presented at the workshop and underpinning the discussions were a literature review synthesising the current state of REDD+ financing based on seminal publications thus far, and the results of an electronic survey of stakeholders’ opinions on critical issues regarding REDD+ financing. The implementing agencies for the project, the Ateneo School of Government, the Carbon Markets & Investors Association and Helvetas Swiss Intercooperation, will be compiling a report identifying the key elements of a  governance framework that will both encourage financing for and the environmental integrity of REDD+. The report will be presented in Durban.
