Contact group on LULUCF completes work
The contact group on land-use, land-use change and forestry (Decision 1/CP.3, paragraph 5(a)) completed work on draft conclusions Wednesday. The group will present the conclusions to SBSTA for adoption. Timing and sequencing of work before and after the IPCC’s upcoming special report on LULUCF was a major factor in the contact group’s considerations. The contact group’s draft conclusions recommend that SBSTA:

Invite Parties to review and respond to questions on policy and procedure posed in secretariat document FCCC/SBSTA/5 by 16 August 1999;
Invite the IPCC, in conjunction with SBSTA-11, to provide an in-depth progress report, and convene a side event, on the draft IPCC special report on LULUCF;
Consider at its 11^th session the process and timing for the analysis of the information provided by the IPCC special report on LULUCF and the process for developing its work program to fulfil the provisions of COP-4 Decision 9/CP.4;
Request the secretariat to organize a workshop, with participation by experts, between SBSTA-12 and COP-6, to analyze the IPCC special report in the context of the requirements of the Kyoto Protocol. Parties are invited to provide guidance to the secretariat on the scope of the workshop;
Invite the IPCC to develop a work plan to address methodological issues raised in the IPCC special report;
Commence at SBSTA-11 of the need for country-specific data and information and its relationship to a decision-making framework in the context of the Kyoto Protocol requirements;
Note that the secretariat would assess its capacity to carry out the activities requested in the light of the programme budget for 2000-2001.

Special Event: International Finance and the CDM Convened by The NGO Consortium for a North-South Dialogue on Climate Change Panelists focused their comments on a few key questions, including -competition betweeen the CDM and other forms of financing for international joint ventures, - potential for CDM projects to create attractive investment opportunities, - linkages between the planning, development and finance of CDM activities with domestic incentives in Annex I countries - potential differences in the financing of CDM projects in countries at different stages of market development.
