CITES
On Friday morning, the CITES Standing Committee (SC) returned to the issue of tiger breeding, and then addressed snakes, tortoises and freshwater turtles, sturgeons and Humphead Wrasse. The SC then heard a report from the UN Environment Programme on collaboration with CITES and administrative support to its Secretariat, with participants discussing instances of non-compliance by UNEP with the Memorandum of Understanding with CITES.

The SC also discussed the financial report for 2011, costed work programme for 2012-2013, future financial reporting, and access to finance including GEF funding. CITES Secretary-General John Scanlon called delegates’ attention to the Secretariat’s budget position of 2014-2016, highlighting that five of the 19 core budget-funded staff members will retire between CoP16 and CoP17, but that no budget increase will be proposed due to the global economic climate, notwithstanding CITES increased membership, the transformation of the SC into “a mini-COP” in terms of participation and media relevance, and the unique work of the Convention on compliance.

In the afternoon, the SC addressed: Bigleaf mahogany, periodic review of the appendices, annotations, and a draft resolution on CITES and livelihoods among other things. Chair Øystein Størkersen drew the meeting to a close at 5:57 pm.
