CITES
The sixty-second meeting of the Standing Committee (SC62) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) opened on Monday, 23 July 2012, in Geneva, Switzerland. SC Chair Øystein Størkersen (Norway) emphasized: the record number of international organization observers registered for the meeting; continued challenges concerning national legislation, enforcement and the dramatic increase in elephant and rhino poaching; and the need for innovative solutions in prioritizing tasks for the Secretariat and tackling its funding and staffing needs.

John Scanlon, CITES Secretary-General, highlighted intergovernmental support for CITES in 2012, including at Rio+20, and the need to scale up enforcement and financing. He also reported on the Secretariat’s success in resource mobilization for implementation in the last year.

Following administrative matters, the Committee addressed: structure and length of future meetings of the Conference of the Parties (CoP); arrangements for CoP 16; improving transparency of voting at CoP meetings; and implementation of CITES Strategic Vision 2008-13. Then the Committee discussed cooperation with the Convention on Biological Diversity, the Convention on Migratory Species, the World Trade Organization, and the International Consortium on Combating Wildlife Crime. SC delegates also considered a draft memorandum of cooperation with the Food and Agriculture Organization, and draft guidelines for cooperation with the International Commission for the Conservation of Atlantic Tunas.

CITES Secretary-General John Scanlon welcomed participants to SC62 and recalled the paragraph on CITES in the UN Conference on Sustainable Development (UNCSD/Rio+20) outcome document.

SC Chair Øystein Størkersen (Norway), opened SC62, highlighting the funding and staffing needs of the Secretariat and praising the Secretary-General and the Secretariat for their efforts.
Pablo Obregon (Argentina) made a statement on the provision of support for committee members.
Jean-Baptiste Mamang-Kanga (Central African Republic) spoke on improving transparency in voting at COP meetings.
