Eighth meeting of the Chemical Review Committee (CRC 8) of the Rotterdam Convention on the Prior Informed Consent Procedure (PIC) for Certain Hazardous Chemicals and Pesticides in International Trade

On Wednesday morning, CRC-8 convened briefly in plenary to hear reports from the Chairs of the drafting groups. Lonneke van Leeuwen (the Netherlands) reported that the penta- and octaBDE drafting group had reached agreement on the draft DGD. Mirijam Seng (Germany) reported that the trichlorfon drafting group had nearly finished, and requested additional time to develop the workplan for drafting the DGD. The Chair of the dicofol drafting group, Peter Opiyo Ombajo (Kenya), and the Chair of the PFOS drafting group, Jürgen Helbig (Spain), also requested additional time to allow their drafting groups to review late comments.
The CRC then adopted draft decisions to use two working papers: first, the working paper on the application of the Annex II paragraph (b) criteria, and second, the working paper on preparing internal proposals and DGDs for severely hazardous pesticide formulations.
Following this brief session, plenary was suspended to allow the drafting groups on dicofol and trichlorfon to continue their work. The Committee reconvened at 2:30pm, and CRC-8 adopted decisions on dicofol and paraquat (previously discussed as Gramoxone Super).
In the decision on dicofol, the CRC adopted the rationale for the EU notification, and agreed that the notification meets all Annex II criteria. The notification and rationale will remain available should another party submit a notification of a final regulatory action for this substance.
In the decision on paraquat, the CRC adopted the DGD and tabular summary of comments, and agreed to recommend to the COP that liquid formulations (emulsifiable concentrate and soluble concentrate) containing paraquat dichloride at or above 276 g/L, corresponding to paraquat ion at or above 200g/L, be listed in Annex III of the Rotterdam Convention. |
