Highlights for Tuesday, 11 November 2003

Delegates to the ninth meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA-9) of the Convention on Biological Diversity (CBD) convened in Working Group sessions throughout the day. Working Group I (WG-I) considered a draft programme of work (PoW) on protected areas (PAs). Working Group II (WG-II) discussed a draft PoW on technology transfer and cooperation, and addressed the design of national-level indicators and monitoring programmes and the integration of outcome-oriented targets into the PoWs of the CBD.

Working Group I: Protected Areas 


Leseho Sello (South Africa), presented the conclusions of the Vth World Parks Congress noting the call to develop protected areas.


Per Wrammer (Sweden) presented the report of the Ad Hoc Technical Expert Group Meeting held in Sweden, 10-14 June, 2003.



Stefan Leiner (the EC), stressed the need to strengthen participatory approaches in establishing, managing and monitoring PAs.

 


Carlos Ponce (Peru), emphasized the importance of strengthening institutional stability at national, regional and sub-regional levels.




UNESCO said the World Biosphere Reserves and World Heritage Sites are stepping stones to establishing a comprehensive system of protected areas.

Chair Andren summarized the discussions on protected areas and proposed to produce a revised Programme of Work for consideration later in the week.

 

Working Group II:


Technology Transfer:


Benedicto Fonseca Filho (Brazil), cautioned against delaying national needs assessment on technology transfer


Irawati (Indonesia), said information exchange requires financing.

 



Jorge Ernesto Quezada Diaz (El Salvador), called for national level indicator development.

Peru suggested a world inventory of relevant technology to facilitate technology transfer.


Monitoring and Indicators:


Walter Reid, Millennium Ecosystem Assessment (MEA), reported on the progress of the MEA in the development of biodiversity indicators.

 

David Brackett, IUCN, presented indicators of the Redlist biodiversity assessment.


Valery Orlov (Russian Federation), stressed the importance of outcome-oriented targets.


Diann Black Layne (Antigua and Barbuda) highlighted recommendations to share experience through the Clearing-house Mechanism.
