On Tuesday, 24 April, the Contact Group initiated discussions on Article 15 (Ex Situ Collections Held by the International Agricultural Research Centres [IARCs] of the Consultative Group on International Agricultural Research [CGIAR] and Other International Institutions) of the Chair's simplified text. Delegates debated the need for a system establishing different conditions for IARC materials listed in Annex I (List of Crops), not listed in Annex I and collected prior to the IU's entry into force, and not listed on Annex I and collected after the IU's entry into force. While some developing countries supported such a differentiated system, some developed countries supported a single system addressing all IARC materials held in trust under their agreements with the FAO. Within the context of this debate, the Contact Group specifically reviewed text in Article 15.1, 15.1(a) and 15.1(b), without agreeing to language on the latter two provisions.
