Ninth Meeting of the Conference 
of the Parties

Highlights for Wednesday, 21 May 2008



Delegates met in two working groups throughout the day. Working Group I (WG I) considered forest biodiversity, the ecosystem approach, invasive alien species (IAS) and incentive measures. WG II addressed Article 8(j) and access and benefit-sharing (ABS). The contact group on financial resources and mechanism, the informal consultative group on ABS, an informal group on Article 8(j), the budget group and Friends of the Chair groups on agricultural and forest biodiversity also met during the day.

ECOSYSTEM APPROACH:


Chair WG I Maria Mbengashe (South Africa)
Malawi, for the AFRICAN GROUP, with others, emphasized the need for capacity building, enhanced public awareness, and financial resources.

COLOMBIA suggested establishing indicators for assessment and guidelines on adaptive management.

HAITI suggested involving decision makers in the application of the approach, with PAKISTAN asking for better definition of the role of civil society.

Invasive Alien Species:

JAPAN noted the importance of communications, outreach, access to and exchange of information.

SEYCHELLES and others called for capacity building.

SAINT VINCENT AND THE GRENADINES, on behalf of SIDS, underscored the need to prioritize guidance for specific pathways like aviation and tourism.

REPUBLIC OF KOREA respectively drew attention to the Global Ballast Water Management Program and Act.

ARTICLE 8(J):

UN UNIVERSITY (UNU) presented on their work on traditional knowledge.

UN PERMANENT FORUM ON INDIGENOUS ISSUES (UNPFII) urged coordination between the eleven UN programmes dealing with indigeous issues.

The EU suggested focusing on interlinkages with major CBD thematic areas and starting by biodiversity and climate change, protected areas and agricultural biodiversity.

ABS:

ABS Working Group Co-Chairs Fernando Casas (Colombia) (right) and Timothy Hodges (Canada) (center) reported on the intersessional meetings, noting the sixth meeting of the Working Group (ABS 6) resulted in a sound basis for further negotiation of an international ABS regime.

The INTERNATIONAL TREATY ON PLANT GENETIC RESOURCES FOR FOOD AND AGRICULTURE (ITPGR) reported on the use of its standard material transfer agreement

The THIRD WORLD NETWORK called for monitoring compliance and opposed issuance of IPRs following negotiated access.
