COP/MOP 5 delegates met in working groups throughout the day. WG I met briefly in the afternoon to discuss outstanding matters on the Strategic Plan and the COP/MOP multi-year programme of work and adopt the group’s report. WG II revisited an already approved draft decision on capacity building and considered other draft decisions on handling, transport, packaging and identification (HTPI) of living modified organisms for food, feed and for processing (LMO-FFPs), risk assessment and public awareness, education and participation, and the financial mechanism.

The fifth meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD) serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (COP/MOP 5) opened in Nagoya, Aichi Prefecture, Japan, on Monday, 11 October. In the morning plenary, delegates heard opening statements and reports on the Compliance Committee, financial mechanisms and resources, cooperation administration and budgetary matters, and liability and redress. In the afternoon, delegates convened in two working groups (WGs). WG I addressed compliance, transit of LMOs, assessment and review, and monitoring and reporting. WG II considered the Biosafety Clearing-House (BCH) and capacity building.
