Delegates
waited for the Main Committee, which was scheduled to start at
10:00 pm, to commence in order to adopt the draft Plan of
Implementation and forward it to the final Plenary on
Wednesday, 4 September. The delay was allegedly caused by
backroom informal consultations with the Chair, senior South
African officials and key delegations pressing the outstanding
articles on health and human rights. Apparently, the goal is
to arrive at an informal agreement to avoid a prolonged
discussion in the Main Committee and/or the final Plenary.The
process to progress on the draft political declaration also
remains outstanding, although most delegates think it will be
addressed in the Main Committee either in the evening�s

In the morning the Plenary continued with addresses by
Heads of State and Government and the second Round Table on
�Making It Happen� was convened. The Vienna setting also
met in the morning where it reviewed the revised language in
the draft Plan of Implementation. Three items remain
outstanding:
These are expected to be addressed in the evening�s
session of the Main Committee.

![]() Most speakers underscored the calamitous nature of the environmental crisis and the failure to deliver on Rio promises. Several called for the WSSD to catalyze concrete time-bound actions accompanied by financial commitments and follow-up processes. Many countries expressed commitment to the Millennium Development goals, highlighting poverty alleviation. Several underscored the importance of partnerships and regional cooperation in achieving sustainable development. Some speakers stressed that security and sustainable peace are a necessary precondition to sustainable development. Some countries noted the significance of the International Year of the Mountains (2002). |

![]() In its morning session, the Chair pressed participants to address specific actions to implement WSSD decisions upon returning to their countries. Speakers described existing domestic programmes, and announced or called for new international initiatives, including an international humanitarian fund. |
