Highlights from Sunday and Monday, 1- 2 September 2002

The ministerial group continued negotiations late into the night, getting stuck on a procedural point regarding a reference to health care. That provision along with language on energy and sanitation are the only major issues left to be resolved within the draft Plan of Implementation.

Most delegates cheered loudly when the ministers adopted paragraph 17. The paragraph, that addresses the mutual supportiveness of trade, environment and development, contained the language ï¿½while ensuring WTO consistency.ï¿½ Major group representatives protested this language peacefully outside the conference room earlier in the day and were ecstatic to hear that the language was removed.

The small ministerial consultation continued working through the afternoon, reaching agreement on issues regarding common but differentiated responsibilities, consumption and production, and climate change/Kyoto Protocol. The group then started discussions on issues related to means of implementation, trade and finance.

A small group of ministers and senior delegates met in the morning to continue negotiations on the major clusters of outstanding issues, starting with the text on institutional arrangements and governance issues. They broke for an hour in the afternoon and will reconvene to address common but differentiated responsibilities.

Partnerships for Sustainable Development: UNCTAD Biodiversity Partnerships

In an afternoon press conference, Rubens Ricupero, Secretary-General, UNCTAD (center) announced three biodiversity partnerships that would help developing countries from Latin America, Asia and Africa obtain access to market biodiversity products and services in the US and Europe.
