World Summit on Sustainable Development

Fourth Preparatory Committee (WSSD PrepCom IV)
Delegates convened in a
High-Level Ministerial segment in morning and afternoon sessions for
an interactive dialogue on partnerships. The
contact group negotiating the unresolved Draft Plan of
Implementation for the WSSD met on-and-of throughout the day, and
a scheduled evening Informal Plenary was cancelled. A ministerial
contact group also met informally during the day to negotiate on trade
and finance.

| Barbados urged countries to ratify the Kyoto Protocol, and urged partnerships related to sinks. She also said that HIV/AIDS was the greatest threat to global security, and urged new partnerships to ensure that the incidence of AIDS is reduced. | |
|
New Zealand, underscored partnerships founded on genuine trust, with community involvement, mutual outcomes, and ownership, and further called for NATO countries to direct some of their military expenditures to partnerships. |

Ireland,
urged,
inter alia, that partnerships be owned by developing country
governments, not donors.
