Delegates convened in a High-Level Ministerial segment in morning and afternoon sessions for an interactive dialogue on partnerships. The contact group negotiating the unresolved Draft Plan of Implementation for the WSSD met on-and-of throughout the day, and a scheduled evening Informal Plenary was cancelled. A ministerial contact group also met informally during the day to negotiate on trade and finance.

High-Level Ministerial Segment: Partnerships

Sir Mark Moody Stuart, World Business Council for Sustainable Development, underscored growing business in the least developed countries as a way to combat poverty, and said that under the Global Compact, this could be done in conjunction with labor organizations and NGOs. He said described a virtual exhibit initiative with UNDP, which will take partnership projects from all over the world, and demonstrate good practices in sustainable development, and will be hooked up in Johannesburg.

Barbados urged countries to ratify the Kyoto Protocol, and urged partnerships related to sinks. She also said that HIV/AIDS was the greatest threat to global security, and urged new partnerships to ensure that the incidence of AIDS is reduced.

New Zealand, underscored partnerships founded on genuine trust, with community involvement, mutual outcomes, and ownership, and further called for NATO countries to direct some of their military expenditures to partnerships.

Ireland, urged, inter alia, that partnerships be owned by developing country governments, not donors.
Belize, said partnerships should complement national priorities, regional initiatives and Agenda 21 objectives, and be transparent and accountable.
